Surrey has removed 260 bus shelters in the midst of the worst inclement weather of the year.
The city says new shelters will be upgraded with bike racks and litter baskets, but they won't be ready until the end of February — just as spring starts to kick in.
"A lot of stupid things are done, but this is right up there," resident Don Pitcairn says.
