Although Canada has agreed to spend $500 million to help the U.S. develop a new stealth jet, the Americans are keeping secret the codes needed to maintain the high-tech aircraft.
Ottawa is also mulling spending up to $10 billion to buy the Joint Strike Fighter, but Pentagon officials say no country will be given access to the software codes that are key to the plane's electronic systems.
Without the codes, Canada and other international buyers won't able to maintain or upgrade the aircraft without U.S. help.
