Regional Parks Legacy Property Purchases
The Regional Board has approved property purchases and statutory rights of way totalling almost one million dollars to add to the Regional Park system. A 1.08-hectare parcel along with two rights of way totalling just under one-hectare will be added to the future Trepanier Creek Greenway Regional Park ($100,500). A five-hectare parcel has been purchased for $475,000 to be added to the existing Coldham Regional Park, while an almost one- hectare parcel has been purchased for future use as a greenway recreational corridor along Lebanon Creek adjacent to the Scouts Canada Camp Dunlop.
Starling Control Program Bylaw
The Regional Board has given three readings to a proposed bylaw that would see formalized annual funding for starling control. If adopted, the Regional District would contribute $25,000 a year through 2012 to fund starling control efforts in the Central Okanagan. Over the past two years the Regional District has provided the same amount of funding through its grant-in-aid program. The District of West Kelowna will not participate in the bylaw but its Council will consider funding through the grant-in-aid program. The North Okanagan and South Okanagan Siimilkameen regional districts have also established a similar funding bylaw to provide a consistent valley-wide approach to starling control.
No Support for Front Counter Application
The Regional Board does not support a Front Counter BC application from the South Okanagan Dirt Bike Club. It has applied for approval to establish a staging area, trail signage and a trail system in Crown Land off the Munroe Forest Service Road within the Central Okanagan West Electoral Area and the watersheds of the Districts of Peachland and Summerland. The Board and referral agencies such as the Ministry of Environment are concerned the application is premature and should not be approved until an extensive public and stakeholder consultation is conducted and a Motorized Recreation Management Plan is developed for the area. The Board asks that the South Okanagan Dirt Bike Club address the concerns of all parties before Front Counter BC considers the proposal.
Agricultural Advisory Committee
The Regional Board has approved two appointments to the Agricultural Advisory Committee. Joining the committee for three year terms expiring in November 2012 are Lisa Cameron and Bob Fugger. The committee serves in an advisory capacity to the Regional Board and reviews agricultural related applications and issues.
Environmental Advisory Commission
The Regional Board has approved re-appointing four members of the Environmental Advisory Commission for their second, three-year term. Fred Anderson, Ron Brown, Barry Jones and Jason Schleppe will serve on the advisory committee until November 2012. The commission serves in an advisory capacity to the Regional Board reviewing applications and issues from an environmental perspective.
Transit Service in West Kelowna
The Regional Board has considered a request from the District of West Kelowna to assume responsibility for transit service within the municipality. Regional District bylaw amendments and financial implications will be presented to the Board for consideration at a future meeting.
New Dog License Vendor Approved
The Regional Board has approved adding Sunshine Pet Supplies location in Kelowna as an authorized dog license agent for the Central Okanagan. The business is located at #5 – 1725 Baron Road in addition to its West Kelowna location.
October Building Statistics
During October, the Inspections Section approved 21 building permits for projects worth $1.9 million in the Central Okanagan East and Central Okanagan West Electoral Areas. During the first ten months of the year, 139 building permits have been issued for construction projects totalling just over $12.4 million.
2010 Meeting Schedules
The Regional Board has approved the meeting schedules for 2010. A total of 24 regular meetings are scheduled. 12 will be held on specified Monday evenings (4th Monday except January, May and September) and 12 will be held to rise and report following the monthly morning meeting of the Governance and Services Committee (2nd Thursday except May and November). The Regional Board will also hold a special Budget Approval Meeting on Friday, March 26th. All meeting dates for the Board and its committees are publicized on the Regional District website Calendar of Events.
Inaugural Regional Board Meeting
The Inaugural meeting of the Regional Board will be Monday, December 14th, 2009 at 7:00 pm in the Woodhaven Room at the Regional District office, 1450 KLO Road, Kelowna. Residents are welcome to attend.
Governance and Services Meeting
The next regular meeting of the Governance and Services Committee will be Thursday, January 14th, 2010 at 9:00 am in the Woodhaven Board Room at the Regional District office, 1450 KLO Road, Kelowna. The Committee meeting will be followed by a meeting of the Regional Board. Residents are welcome to attend.
Regional District Art Wall
A selection of scenic photographs by Troy Tomchuk is on display through December on the Art Wall at the Regional District of Central Okanagan office, 1450 KLO Road. The office is open weekdays, excluding statutory holidays from 8:00 am to 4:00 pm.
